You'd think the devs would have fixed or at least acknowledged this considering it's mandatory to complete the game. Well thanks to you and Zalgo for explaining this. This is how the game is working on the current version. Do all buildings face this problem? Probably only the forge, but the catapults workshop had some new issues with the Winter Update. Are these situations clear so we can workaround them? No, unfortunatelly it's a completely random behavior. BUT there are situations where the game want to spawn a specific building in one of the sides and no matter how much you expand the other side, you'll never get this building.
